On the eve of International Workers' Day, Hainan Changguang Satellite Information Technology Co., Ltd. — a strategic investment of Shiner Industrial — was awarded the "National May 1st Labor Certificate" for 2026, becoming one of Hainan Province's most prominent innovation benchmarks this year.

Li Tan · National Model Worker: Defining Industry Standards Through Technical Innovation

In the 1990s, high-end cigarette packaging film technology in China was still in its early stages. The market was dominated by imported products that were expensive and subject to unreliable supply chains.

Starting as a machine operator on the factory floor, Li Tan listened to customer feedback on existing products and made a quiet vow: "We will develop a better film — one that delivers superior performance at a more competitive cost."

Six months. Hundreds of trials. Living and breathing in the factory — Li Tan led his team to successfully develop a BOPP cigarette packaging film that matched international performance benchmarks while offering outstanding value. Mass production began in 1998, redefining the market landscape through technical innovation.

He went on to conquer laser holographic anti-counterfeiting film technology and co-authored China's national production standard for laser anti-counterfeiting films, embedding Shiner's technical authority into industry regulations.

To date, Li Tan holds 13 invention patents and has built a sustained innovation framework for his team: "Produce one generation, develop one generation, reserve one generation."

Wang Junfeng · Provincial Model Worker: Technical Breakthroughs on the Path to Specialization

In 2022, Shiner was recognized as a "Specialized, Refined, Differential, and Innovative SME" in Hainan Province. That same year, Wang Junfeng, Director of the Technical Center, received the Hainan Provincial May 1st Labor Medal.

He spearheaded the development of critical technologies including easy-tear cigarette films, co-extruded naked wrap films, hot-stamping films, high-grade colored aluminum films, moisture-retention packaging base films, and finished moisture-retention packaging — continuously elevating Shiner's product portfolio to higher technical platforms.
